What news caught the most eyeballs or stirred up the most trouble?

Right after the announcement that Sanford Health is coming to Rapid City, the State of South Dakota approved helping Monument Health access up to two hundred million dollars in bonds. Think of it like helping Monument refinance and invest at better interest rates. Investors buy the bonds, Monument pays them back over time, and the state helps keep the borrowing costs lower.

The Black Hills Institute of Geological Research is turning the old Prairie Berry Winery building in Hill City into a 40,000-sq-ft Natural History Museum, part of a major expansion of its footprint. The facility will showcase huge fossil, dinosaur, rock and mining exhibits, plus gift, food and event space, with a targeted opening in June 2027.

A Colorado energy recycler just got city approval to convert tires into fuel instead of just stockpiling them or trucking ’em off. The tires are cut up on‑site, then hauled to a cement plant that uses them in its kilns as part of their fuel mix. It’s not burning piles of tires — it’s replacing part of the fossil fuel they’d otherwise burn.

Rapid City Council Meeting – February 2, 2026

Sports Complex Location Scramble: The Sports Commission is exploring alternatives to the originally preferred "Lien site," which would now require an additional $10 million for infrastructure that was originally included in the Liberty Land TIF. The Commission presented four options within the Catalyst District to retain TIF funding, identifying Roosevelt Park (near the Ice Arena and Swim Center) as the most viable option due to existing parking and land availability.

Traffic Study Rejected: The Council rejected a motion (5-4 vote) to spend $200,000 on a traffic study for Eglin Street. Dissenting council members argued that city engineering staff should handle the study in-house rather than hiring consultants, or that old plans for the street should be located and utilized.

Fire Station No. 9: The Council approved a professional services agreement for the design of Fire Station No. 9, which will be a purpose-built facility including a hazardous materials station and a police precinct.

Planning Commission Meeting – February 5, 2026

"Eye Smash" Entertainment Venue: The Commission approved a Conditional Use Permit for a new downtown entertainment venue called "Eye Smash," featuring axe throwing and "smash rooms". To address safety concerns regarding alcohol, the business will limit service to beer and wine, cap consumption at two drinks per hour (three total), and use wristbands to track intake

Legal and Finance Committee Meeting – February 11, 2026

Vision Fund Investments: The Committee approved a resolution amending the five-year plan to allocate Vision Funds toward the Airport Terminal Project and a new Fleet Maintenance and Fire Facility. Councilman Rod Pettigrew emphasized the critical need for these updates, noting that valuable city equipment is currently deteriorating outdoors and the airport project is vital for the region's economy.

Red Pesc Field Funding: The Committee approved a Community Block Grant (CDBG) allocation to renovate the Red Pesc baseball field at Roosevelt Park. Despite public comments concerning transient activity and vandalism at the field, and suggestions to delay funding until the location of the new Sports Complex is finalized, the Finance Director explained that these preliminary funds allow environmental reviews to proceed without locking the city into specific construction immediately.
