Hello and Happy June! I decided a little “hello” from me would be a fun addition to this newsletter.

This week things it’s gonna be a bit longer. My wife was so kind to share her sick with me…and so the Friday this should have gone out I wasn’t moving from the couch. So say hello to info from 7 city meetings!! What fun.

Bi-Weekly (uh - monthly?) Roundup

What news caught the most eyeballs or stirred up the most trouble?

It's.....a strip mall. I know - exciting right?

The local contractor has the permit to build the shell and ground work that will become available to tenants when complete. With the lease of the space, any tenant will build out the interior of the spaces to their needs.

So here’s what’s cooking… literally. There’s a brand new McDonald’s going up at 135 East Stumer Road, right over by that Stumer and 5th Street corridor. Next to the gas station and down the road from southside Walmart. That whole stretch has been quietly turning into a bit of a commercial hotspot—so this fits right in.

The proposed TIF district covers an estimated 172 acres, located generally south of Catron Boulevard, west of Fifth Street, and east of Black Hills Boulevard. County plans for the site include major retail and restaurant development, along with single- and multi-family housing, plus improvements to Black Hills Boulevard and Fifth Street.

The City Had Meetings…

Rapid City Public Works Committee (May 12, 2026)

  • Fire Station 9 Bids Authorized: Following a presentation on the collaborative Fire Station 9 and park project, the committee officially authorized staff to advertise for construction bids at an estimated cost of $9.1 million

Rapid City Legal & Finance Committee (May 13, 2026)

  • Fire Station 9 & Park Presentation: City staff presented plans for a highly collaborative project at Homestead and Neil Street, funded by TIF districts. The site will feature a new fire station equipped for hazmat response, a police precinct office, a library kiosk, and a 3.25-acre park with a firehouse-themed playground.

  • Cement Plant Zoning District: The committee recommended the first reading of an ordinance to create a new "CP cement plant zoning district." This designation is specifically for the former state-owned cement plant property, now owned by GCC Dakota, to allow for future expansion while protecting surrounding neighborhoods

Rapid City City Council Meeting (May 18, 2026)

  • Record-Breaking Tourism: Visit Rapid City presented their 2025 economic impact report, revealing a record-breaking year with 3.9 million visitors who spent $527.3 million locally. The visitor economy supports over 7,000 jobs in the community and saves each Rapid City household approximately $1,700 in taxes.

  • Real America Birthday Bash: The council approved festival boundaries and the suspension of certain ordinances (like sidewalk vending permit requirements) for the upcoming U.S. 250th anniversary celebration.

  • Accessory Dwelling Units (ADUs): A second reading was approved to allow ADUs to be utilized as vacation homes, with the rationale that having property owners on-site helps self-regulate the rentals

Rapid City Planning Commission (May 21, 2026)

  • East Rapid City TIF Presentation: Finance Director Mike Dugan and developer Hani Shafai presented an in-depth look at the $73.7 million East Rapid City TIF. It was highlighted that using the TIF prevents the need for a city bond, which would have increased utility rates for existing residents. The commission voted to recommend the district's approval.

  • Affordable Housing Townhomes: The commission approved several design exceptions for a 40-unit townhome development by Black Hills Habitat on Creek Drive, intended to support affordable and workforce housing.

Rapid City Public Works Committee (May 26, 2026)

  • Parks Master Plan Review: The committee heard the draft presentation of the Parks and Recreation Master Plan. Consultants noted that Rapid City park staff currently manage almost twice the median amount of park space compared to average municipal departments nationwide.

  • Utility Billing Complaints: During alderman items, Councilman Pedigrew shared a frustrated complaint about residents receiving severely overestimated water bills due to faulty meter readers, threatening to take the city to small claims court if his account was not corrected.

Rapid City Legal & Finance Committee (May 27, 2026)

  • Parks and Recreation Master Plan: RDG Planning and Design presented a draft of the new 10-year master plan. A statistically valid survey showed citizens highly value the parks and strongly desire more restrooms, neighborhood parks, and paved trail connectivity. The presentation highlighted that a $2 million annual investment is needed just for deferred maintenance.

  • East Rapid City TIF Support: The committee voted to recommend approval of the $73.7 million East Rapid City Transportation Improvement District, noting its importance for connecting expanding neighborhoods and supporting future school and commercial development.

Rapid City City Council Meeting (June 1, 2026)

  • East Rapid City Transportation Improvement District: The council formally approved the creation and project plan of a massive $73.7 million Tax Increment Financing (TIF) district. This will fund critical infrastructure, including the extension of East Anamosa Street and Valley Drive, and the construction of a new water reservoir.

  • $23.8 Million Supplemental Appropriation: The council approved a second reading to carry over $23.8 million in unspent 2025 budget funds into 2026, primarily for ongoing water, wastewater, and airport capital projects.

  • Veterans Honor Banner Program: An MOU was approved to formalize the city's relationship with the volunteer program, which currently hangs 430 banners honoring veterans on major thoroughfares.

  • Updated Utility Fees: A resolution updating city fees was approved, clarifying that a $100 container replacement fee for garbage and recycling only applies to new containers or those lost/damaged by the resident, not for normal wear and tear

Local Business Highlight

Nanna’s Cafe and Bread Company

New Location in Uptown Rapid Mall.

Nanna’s built a huge following for their gluten-free and dairy-free breads, pastries, pizzas, sandwiches, cinnamon rolls, sourdough boules, donuts, and comfort-food style meals. And this isn’t the sad cardboard gluten-free stuff people joke about. Their whole mission has basically been: ‘Hey… food allergies shouldn’t mean food sadness.’

The new space inside Uptown Rapid gives them way more room to grow, more visibility, and easier parking.

Nanna’s says they want the new place to feel welcoming, safe, and comfortable for people with dietary restrictions… but even if you can eat gluten just fine, people keep raving about the food anyway. Which is probably the best compliment you can get in that world.
