Rapid City Council Meeting – April 6, 2026
Backyard Hens Ordinance Advances: The council passed the first reading of Ordinance No. 6713, which authorizes keeping hens on certain residential properties, in a 7-2 vote. The highly discussed ordinance includes 16 specific restrictions to mitigate impacts on neighbors, such as requiring covered coops and runs. Dozens of residents spoke in favor of the measure, citing benefits like lower grocery bills, educational opportunities for children, local food resilience, and natural food waste composting.
Funding Approved for Airport Terminal Expansion: The council approved the issuance of up to $59.35 million in sales tax revenue bonds to fund the airport terminal expansion, which will add two or three larger gates to accommodate bigger jets. The city is pledging $15 million from its Vision Fund to leverage its superior municipal bond rating, a strategic move that will save the airport an estimated $2.5 to $2.6 million in interest over the life of the bonds. The airport has agreed to annually reimburse the city to backfill the Vision Fund.
New Affordable Housing Development: A preliminary subdivision plan was approved for East Creek Village, an infill project by Black Hills Habitat for Humanity located near St. Patrick Street. This four-and-a-quarter-acre development will feature mixed-income workforce townhomes, creating an affordable homeownership on-ramp for residents earning up to 120% of the area's median income.
Progress on the Sports Fieldhouse: The council authorized the issuance of a Request for Proposal (RFP) for architectural and engineering services for the planned sports fieldhouse. This is a necessary step to finalize the building designs, site work, and final budget before the city can develop a construction manager contract.
County TIF District Vote Delayed: A resolution that would allow Pennington County to create Tax Increment Financing (TIF) District No. 8 within Rapid City limits was delayed for two weeks to allow council members more time to review the proposal. The county's involvement is proposed because the landowner refuses to annex the property into the city, though the city will still retain control over the project's zoning and platting.
Support for Military Families: Mayor Jason Solomon issued an executive proclamation declaring April 2026 as the "Month of the Military Child" and April 10, 2026, as "Purple Up for Military Kids Day". To honor the sacrifices of military children, Dinosaur Park and the spires at Main Street Square will be lit purple
