What news caught the most eyeballs or stirred up the most trouble?

Starting May 1, the blue recycling bins will be picked up every other week instead of each week.

In addition, they will no longer be picking up yard waste in approved bags at the curbside. Instead, you can register for a yard waste pickup subscription. Which includes a 95 galloon container for your grass clippings and weeds.

The Humane Society of the Black Hills and the big headline is something they’re calling ‘Kitty City.’ This is part of a three-phase expansion project, and phase one is all about giving cats their own dedicated space—separate from the dogs. No more barking neighbors stressing them out.


This new ‘Kitty City’ is expected to house about half of the animals at the shelter, completely redesigning how they operate.

Rapid City’s population in 2025 is estimated at 86,484, a 1.83 percent increase over the 2024 estimate of 84,930, continuing a string of solid increases in recent years.

Using population estimates, Rapid City has increased by nearly 12,000 people since 2020 when the US Census Bureau estimated the community’s population at 74,703.

The City Had Meetings…

Rapid City City Council Meeting (May 4, 2026)

  • Rapid City's 150th Anniversary: The Mayor proclaimed 2026 as Rapid City’s 150th anniversary year, encouraging residents to participate in upcoming events, including the burial of a new 2076 time capsule.

  • Sheridan Lake Road Contract: The council approved a $1 million decrease to the Sheridan Lake Road reconstruction contract. This deduction was made because the contractor did not finish the project by the deadline required to earn an early completion bonus.

  • Charitable Match Funding: The council authorized up to $10,000 from the contingency fund to match donations for the "Bowls of Hope" fundraiser. These funds will go to St. Vincent De Paul to assist local families facing eviction or utility shutoffs.

  • Water System Improvements: The council approved a 30-year, $14.5 million state revolving loan to fund improvements to Wells 13 and 14. To repay the 3.75% interest loan, a surcharge will be added, but the base monthly rate will be lowered by the exact same amount to ensure water bills do not increase for residents.

  • Northwood Park Redevelopment: A $2.8 million bid was awarded to RCS Construction to build new amenities at Northwood Park, including a playground, restrooms, and a pathway, alongside significant drainage infrastructure improvements.

  • Vacation Rentals in ADUs: The council passed the first reading of an ordinance that would allow accessory dwelling units (ADUs) to operate as vacation home rentals. The city noted this could be beneficial because the property owner is required to live on-site, providing oversight.

Legal & Finance Committee Meeting (April 29, 2026)

  • Railyard Relocation Study: The committee received a presentation on the possibility of moving the downtown switchyard to a site east of Boxelder. The relocation aims to stop trains from frequently blocking St. Patrick's Street and other major intersections in southeast Rapid City. The total cost to move the railyard and reconfigure the tracks is estimated at $31 to $60 million, which the city hopes to offset with federal grants and state highway funds.

  • America 250 Festival: An update was given regarding the upcoming America 250 festival. It was clarified that the city's financial contribution is strictly capped at $250,000 and will feature the largest drone show in South Dakota history.

Public Works Committee Meeting (April 28, 2026)

  • Trash and Recycling Updates: The city announced it is moving to an every-other-week schedule for residential recycling pickups to reduce costs. Additionally, yard waste pickup is transitioning to a subscription service, though the city authorized a one-week courtesy pickup for residents who already set out brown yard waste bags.

  • Fire Station 9 Bids Delayed: The committee voted to delay advertising for bids regarding Fire Station 9 and park improvements until May 12th due to an internal miscommunication.

Planning Commission Meeting (May 7, 2026)

  • Cement Plant Zoning District: The commission approved an ordinance establishing a specific "Cement Plant District" for the privately owned GCC Dakota properties. This was an administrative cleanup to allow the facility to pull building permits for future construction, utilizing the same heavy industrial regulations and limitations previously in place.
